What is the main reason that we created the Community Preschool Project
The project is aimed at providing pre-education services to children living in the rural CCAFO target area. The goal of the project is to lessen the workload of vulnerable households, including widows, persons living with HIV/AIDS, and persons with disabilities who have low income so that they can participate in income-generating activities.
Community preschool education is provided to children aged 3 to under 6 years old. This provides better preparation for students upon entry to primary education and encourages entry at the age of 6. The Ministry of Education, Youth, and Sport of the Royal Government of Cambodia has stated that expanding early childhood education is key to addressing late entry into primary schooling, reducing levels of grade 1-2 repetition and grade 4-6 dropouts, increasing completion rates, and improving student performance. By 2026, we will support up to 35 different preschool classes.
Preschool Student Knowledge Indicator Performance Test
Each school year, the test is given to preschoolers aged 5 to under 6, just before they move on to Grade 1. It measures five core areas: Language and Literacy Development, Self-Help Skills, Gross Motor Development, Cognitive and Learning Activities, and Emotional and Social Development. The results guide teachers in adjusting instruction and help parents understand each child’s readiness for primary school. Please view each of the five subjects below.

Language and Literacy Development
This subject include: 1) Speaks clearly enough for adults to understand, 2) Speaks in complete sentences and in proper order, 3) Takes part in conversations with other children, 4) Participates in songs and acts following song, 5) Attentive during story time and study, 6) Recognizes basic geometric shapes, 7) Recognizes colors, 8) Understands concept of size (big, bigger, biggest), 9) Understands the direction (north, west, south and east), time, dates, month and year (with represented by animals), 10) Understands alphabets, 11) Understands basic mathematic and number.
Gross Motor Development
This area includes abilities such as hopping, jumping, climbing, and running, as well as showing good balance and overall coordination. It also looks at body strength, posture, and how children use large muscle groups to move with confidence. Skills like throwing and catching a ball, riding a bicycle or tricycle, and navigating playground equipment are also signs of strong gross motor development. These abilities support independence, play, and social interaction, while laying the groundwork for participation in sports and active learning in primary school.
Self-Help Skills
This area focuses on a child’s growing independence in daily routines. It includes being able to make activity choices without the teacher’s help and caring for bathroom needs independently. Other important aspects are dressing and undressing with minimal assistance, managing simple eating tasks such as using utensils or opening containers, and practicing personal hygiene like washing hands. These skills help children build confidence, take responsibility for their own needs, and prepare for the expectations of primary school, where greater independence is required.
Activities
This area reflects how children engage with their classroom environment and peers. It includes showing interest and attention during classroom activities, helping and cooperating with others, displaying enthusiasm about accomplishments, and participating in clean-up and preparation. These behaviors demonstrate motivation to learn, the ability to follow group routines, and the willingness to contribute to a shared environment. Strong engagement in activities builds responsibility, teamwork, and positive attitudes toward learning, all of which are key foundations for success in primary school.
Emotional/Social Development
This area looks at how children manage their feelings and interact with others. It includes separating from parents without difficulty, expressing feelings verbally in an appropriate way, enjoying time with other children, initiating activities or play with peers, and respecting the rights and feelings of others. These skills show a child’s ability to form healthy relationships, adapt to group settings, and handle emotions constructively. Strong emotional and social development helps children build resilience, empathy, and cooperation, which are vital for adjusting to the primary school environment.
Statistics Indicator Records
Since CCAFO inceptions in 2007 (School Year 2006-2007) through 2025 (School Year 2025-2026), the Community Preschool Project has provided early education services to 8,578 (4,316 girls) small children across CCAFO’s project target areas in Kampot, Kampong Speu, Takeo, and Kampong Chhnang provinces, Cambodia.

Follow-up of Former Preschoolers (2006–2023 Cohorts, Surveyed in 2024)
In 2024 we conducted a follow-up study of children who attended CCAFO preschools between 2006 and 2023. The findings show that 1,216 are now attending primary school, 360 are in lower secondary school, 131 are in higher secondary school, and 21 have progressed to university. At the same time, many of the children dropped out once they reached secondary school, which highlights both the progress achieved and the challenges that remain.
Home visit
Preschool teachers’ home visits are essential not only to gain in-depth knowledge of the child’s home environment and lifestyle, but also to establish better relationships with guardians. By engaging in home visits, teachers can provide parents with feedback on their child’s progress, and also seek their help in supporting their child’s learning needs at home. This is crucial for the successful education and development of the child, as the home environment plays a significant role in shaping the child’s overall well-being and learning outcomes. Hence, home visits can be considered as a significant aspect of supporting children’s education in a comprehensive and holistic manner.

Monthly Technical Meeting
The Monthly Technical Meeting is organized for community preschool teachers with coordination from the Project Coordinator and the Office of Education, Youth and Sport at the district level. The meeting serves as an on-the-job learning activity where teachers share their teaching experiences, challenges, and methods with one another.
During the meeting, participants exchange ideas, discuss classroom practices, and receive technical input from facilitators. This peer learning approach helps teachers to improve their knowledge, strengthen teaching quality, and address issues in their daily work.
The Monthly Technical Meeting also builds cooperation among teachers and ensures that teaching practices are aligned with national early childhood education standards. It provides continuous professional development and contributes to better learning outcomes for preschool children.
Capacity Building for Community Preschool Education – Training Program
This program brings together community preschool teachers, commune leaders (including commune heads, clerks, and officials from the Commune Committee for Women and Children), and district authorities in Kampong Laeng District, Kampong Chhnang Province.
The training strengthens teachers’ skills in early childhood education and equips local leaders with the knowledge and tools to support preschool initiatives in their communities. By fostering collaboration between educators and authorities, the program builds a stronger foundation for sustainable and high-quality preschool education in rural Cambodia.

Community Preschool Location
Preschool Locations: Preschool locations are established so that young children in rural and disadvantaged communities can access early childhood education close to home. In many villages, public schools are too far for small children, leaving them with no chance to prepare for primary education without a local preschool.
By placing preschools within the community, children aged 3 to 6 can develop early literacy, numeracy, hygiene habits, and social skills in a safe and supportive setting. Local teachers trained and supported through monthly technical meetings deliver lessons that reflect both national standards and the community’s realities.
Community preschools also strengthen parental involvement, reduce barriers such as travel distance, and build closer links between families, teachers, and local authorities. Above all, they give children a stronger start in life, increasing their readiness for primary school and contributing to the long-term development of the village.

Part 1: Non Minimum Standard Preschools. Following 12 preschools were estabilieshed by CCAFO and the preschools that have not recognized as the Minimum Standard Preschool by the Ministry of Education, Youth and Sport.

Taeak Community Preschool

History story: From the beginning of the operation of this school in 2007, the classroom was operated at the House of Chief of Taeak Village. The operation cost including the construction of classroom building was funded by the NZAID Head of Mission Fund.
In November of 2017, the school was relocated and a new classroom was built at the house compound of Teacher Toch Phally. Fund to build the classroom was sponsored by Jasmine Durbidge, Australia through Buddhist Library Cambodia Project.

History: When the class started on the 1st of September 2015, there was no a proper classroom and was set on the outdoor of Demchamreak Village Chief’s house. The teaching activities were conduct outdoor.
Fortunately, in October 2016, a villager offered a room for teacher to conduct the teaching activities. However, it was the temporary while CCAFO Management Team was looking for a proper place and the land must be belonged to the community.
In early 2020, the commune council and the village committee agreed to let the preschool set up in the lang that is belong to the community. With the fund from iHerb charitable Foundation, the classroom was built on the 11th of November 2020. The parents and teacher were so happy to have this great support from CCAFO and its donors.











Chrak Khley Community Preschool: Code # P8
The Teacher resigned on October 31, 2025. This school is closed!
Teacher: Chea Chrieach. Chrieach is the forth teacher. Lonh Sreynoch is the first teacher, Kao Sonita is the second teacher and Ty Sreyphou is the third teacher.

History: In 2009, CCAFO run the preschool as a mobile preschool in this village and closed the operation in 2011 due to insufficient fund. In late 2023, commune council requested CCAFO to support the creation of the preschool in this village. By the beginning of this preschool class, it was set up with the fund from CCAFO with the fund raising.
December 2024: In December 2024, Ramatex Group generously supported the construction of our preschool building and provided chairs and other essential learning materials. They also donated a desktop computer and printer to our community preschool coordinator to strengthen the management of the project. We are grateful for their commitment to giving children better opportunities to learn and grow.

History: By the beginning of this preschool class, it was set up with the fund from Buddhist Library Cambodia Project and iHerb charitable Foundation (icF). The preschool class was set up by using a tiny room of a community child club that it made teacher face difficulty to teach students. Due to the room structure is poor and small space, the community requested CCAFO to help build a new classroom. February 25, 2021, with the fund from icF, CCAFO built a classroom, which it is located on the land of the community in Pou Commune. Part of the construction of this classroom (floor) was funded by the community. The students and the communities as well as teacher are much happy and they wish to thank to donor, especially icF for supporting fund for the building classroom and others for helping the operation cost.

Part 2: Community Preschools Not Established by CCAFO: The following 17 community preschools were not created by CCAFO but initiated by the local communities themselves. Due to limited financial resources, these preschools struggle to afford educational materials for their students. CCAFO does not provide salary support for teachers at these schools. However, we offer support through teaching materials, classroom construction or renovation, and teacher capacity-building when necessary. Please note that as of November 1, 2024, one of these 17 preschools has been discontinued after the teacher declined further support from CCAFO.
Sangke Douch Community Preschool: Code # P28

History: On May 1, 2025, Mrs. Mom Charya, the Official of Education for Small Children under the Office of Education in Kampong Laeng District, Kampong Chhnang Province, submitted a request to the CEO of CCAFO for assistance in constructing a classroom. The CEO then shared this request with partners and supporters in Denmark. Thanks to the fundraising efforts led by Siobhán, Fundraising Coordinator of Shamrock Love 2025, a grant of USD 2,251.00 was successfully secured to support the project. Construction of the classroom began on May 5, 2025, and was fully completed on June 2, 2025.








Krang Phtel Community Preschool: Code # P23

Fortunately, Shamrock Love (Denmark), IDEA Foundation (Hong Kong) and Hong Kong Young Dentist Federation (HK). The renovation of the classroom commenced on March 6, 2023 and with cost of 3,596.71US$.
This classroom is also used for teaching equivalent primary school 23 students (11 girls). This class is conducted in the afternoon.

Sre Kanchen Community Preschool: Code # P26

Initial Creation Date: October 10, 2011, by CCAFO. Due to insufficient fund to support the operation, CCAFO closed the operation October 10, 2015.

History: Since the CCAFO closed in 2015, the teacher continues her teaching activities which it has been supporting by Commune Council. In late 2023, the community requested CCAFO to support this school with the teaching materials and others. CCAFO started its support on teaching materials since late 2023.
November 1, 2024, this teacher has asked CCAFO not to continue the support to her class. So we stopped since that time.


Part 3: Six following preschools were initially established by CCAFO and have since been officially recognized as National Minimum Standard Preschools by the Ministry of Education, Youth and Sport. This recognition reflects the quality of the facilities and the standards achieved in early childhood education under CCAFO’s guidance.
Now that these preschools have been integrated into the government’s minimum standard framework, CCAFO continues to provide targeted support. Our role focuses on supplying educational materials, offering teachers training when necessary, and addressing other essential needs. However, CCAFO no longer carries responsibility for teacher salaries, as these are now managed within the government system
Preythom Community Preschool: Code # P4

Chraksdao Community Preschool: Code # P3

History: When the school started, the first teacher taught the students in a community center in Chraksdao Village. November 11, 2020, with the fund from iHerb charitable Foundation (icF), CCAFO built a classroom, which it is located on the land of the community. Part of the construction of this classroom (floor) was funded by the community and the playground was made possible by Teacher Chantharn. July 5, 2022, IDEA Foundation support fund for building a toilet for students.
As the school has a proper classroom, teacher joined the preschool trainings as well as the management of the school met the criteria, so this preschool became the Minimum Community Preschool Standard since January 2021, which is recognized by the Ministry of Education, Youth and Sport.













Tamom Community Preschool: Code # P11

Location: Tamom Village, Baneav Commune, Chhuk District, Kampot Province, Cambodia.

History: When the school started, there was no proper classroom, we used the temple room and later on the primary school director let us used a classroom for temporary for teaching activities. Started in June 2014, IDEA Foundation in Hong Kong raised fund to build 1 classroom, 1 set of playgrounds and 1 Kiosk. November 27, 2014 the IDEA Foundation Organizing Committee and volunteers from Hong Kong and Cambodia joined the construction work on decoration and handed over the CCAFO and Community for the preschool project.
As the school has a proper classroom, teacher joined the preschool trainings as well as the management of the school met the criteria, so this preschool became the Minimum Community Preschool Standard since January 2021, which is recognized by the Ministry of Education, Youth and Sport.























Sreprey Community Preschool: Code # P21

History: When the school started, there was no proper classroom, the class activities were implemented under the house of a villager and was relocated to a community room where it still no proper room. In March 2013, IDEA Foundation in Hong Kong and volunteers support fund to build 1 Kiosk and 1 set of playgrounds.
As the school has a proper classroom, teacher joined the preschool trainings as well as the management of the school met the criteria, so this preschool became the Minimum Community Preschool Standard since January 2019, which is recognized by the Ministry of Education, Youth and Sport.
In April 2024, Shamrock Love supported fund on construction a new classroom. Now, the students and teacher use this new classroom for their further educational program.























Trapeang Veng Community Preschool: Code # P22

Location: Trapeang Veng Village, Trapeang Reang Commune, Chum Kiri District, Kampot Province, Cambodia. The preschool class is situated in Sok San IDEA O Roveang Primary School.

History: There was not preschool and primary school in this village. In 2014, IDEA Foundation Organizing Team and CCAFO Management Team met with Chum Kiri District Governor Mr. Khiev Rithyphoin (He is, now, Chhuk District Governor) and introduced the idea to build a school in the community. Mr. Rithyphoin was happy and requested IDEA Foundation Organizing Team (Mr. Robert Wong) to support building the school in Trapeang Veng Village. The construction of school compound including preschool class, toilet, playground, classroom for grade 1 to 5 were built following months.
As the preschool class has a proper building, teacher joined the preschool trainings as well as the management of the school met the criteria, so this preschool became the Minimum Community Preschool Standard since January 2019, which is recognized by the Ministry of Education, Youth and Sport. Trapeang Montrey Community Preschool: Code # P20
Teacher: Tuy Rumdoul. She is the second teacher as the first (Ngoeun Pheary) was resigned.
